Franklin is a small mill city in Merrimack County, sitting at the confluence of the Winnipesaukee and Pemigewasset rivers, where they join to form the Merrimack River. The city's downtown grew up around textile and paper mills powered by the rivers' falls.

Why "Effective Rate" is a better comparison

New Hampshire towns do not all assess property at the same percentage of market value. The state publishes an annual equalization ratio for every municipality showing how close local assessments are to full market value.
