Overview

Northumberland is a North Country town in Coos County, encompassing the village of Groveton at the confluence of the Connecticut and Upper Ammonoosuc rivers. The town's former paper mill shaped much of its economic history, similar to nearby Berlin.

Groveton's small downtown serves as a commercial center for the surrounding rural area, with civic buildings and local businesses reflecting the town's role as a regional hub. The rivers offer fishing and paddling close to downtown.

Housing in Northumberland remains among the most affordable in the state, a legacy of the North Country's population decline following mill closures. The town continues to work through economic challenges while drawing value-seekers and outdoor enthusiasts.

Why "Effective Rate" is a better comparison

New Hampshire towns do not all assess property at the same percentage of market value. The state publishes an annual equalization ratio for every municipality showing how close local assessments are to full market value. A town that assesses homes at only 64% of market value will show an artificially high tax rate compared to a town that assesses at 100%. Multiplying the local rate by the equalization ratio produces an effective (equalized) rate that can be fairly compared across any two towns in the state.
