Overview

Fremont is a small, rural town in Rockingham County with a modest village center and surrounding farmland and forest. The town has remained less developed than many of its Rockingham County neighbors, retaining a distinctly small-town character.

The Exeter River runs through Fremont, offering fishing and paddling, while the town's rural roads connect scattered residential neighborhoods rather than a defined commercial district. Most shopping and dining trips require driving to Raymond, Epping, or Exeter.

Housing in Fremont remains relatively affordable, drawing families and commuters who want rural space within reach of Rockingham County's job centers. The town's small population and limited services keep it a quieter alternative to more developed neighboring communities.

Why "Effective Rate" is a better comparison

New Hampshire towns do not all assess property at the same percentage of market value. The state publishes an annual equalization ratio for every municipality showing how close local assessments are to full market value. A town that assesses homes at only 64% of market value will show an artificially high tax rate compared to a town that assesses at 100%. Multiplying the local rate by the equalization ratio produces an effective (equalized) rate that can be fairly compared across any two towns in the state.
